KNOWLEDGE SESSION: Sustainable energy in the city

Whereas sustainable energy is often associated with large off-shore wind farms or hydro-electric power stations, cities have the potential to generate, capture and store a part of their energy needs on-site. Both wind and solar energy can be exploited at rooftops, the ground beneath the city can be used for geothermal installations and energy can be stored in buildings to bridge peak moments.

This knowledge session discusses the potential of different technologies for energy generation in an urban environment, through cutting-edge research results and practical case studies. There will be ample opportunity for discussion and networking.

Hoewel duurzame energie meestal geassocieerd wordt met grote “off-shore” windmolenparken of hydro-elektrische krachtcentrales, bezitten ook steden het potentieel om een deel van hun energiebehoefte ter plaatse (in de stad) te genereren, te absorberen en op te slaan. Wind- en zonne-energie kunnen opgewekt worden op daken, de grond onder de stad kan gebruikt worden voor geothermische installaties en energie kan gestockeerd worden in gebouwen om piekmomenten te overbruggen.

Deze kennissessie gaat in op de mogelijkheden van verschillende technologieën voor energieopwekking in een stedelijke omgeving, via de presentatie van recente onderzoeksresultaten en praktische case studies. Aansluitend wordt voldoende tijd vrijgemaakt voor discussie en netwerking.

Alors que l’énergie renouvelable est souvent associée à de grands parcs d’éoliennes ‘ off-shore’ ou des centrales hydro-électriques, les villes ont le potentiel de générer, d’augmenter et de stocker, une partie des besoins énergétiques sur place. Tant l’énergie éolienne que l’énergie solaire peuvent être exploitées sur toitures, le sol sous la ville peut être utilisé pour des installations géothermiques et l’énergie peut être stockée dans les bâtiments afin de compenser les moments de pointe.

Cette session d’information examine le potentiel des différentes technologies pour la production d’énergie dans un environnement urbain, par le biais de résultats de recherche ‘de pointe’ et études de cas pratiques. Par la suite, suffisamment de temps sera consacré (libéré) pour les discussions et le travail en réseau.

KNOWLEDGE SESSION: Industrialisation and prefabrication of building systems for retrofitting

In an era where speed, accuracy, health, flexibility, ease of use and automatization are getting more important every day, new building methods focusing on industrialisation and prefabrication gain interest. Systems that are predominantly manufactured and assembled in a factory can speed up the renovation process and reduce nuisances, lightweight systems can improve the workability during the renovation phase and components conceived to be assembled and disassembled on site can increase the flexibility during the re-design and use of existing buildings.

This knowledge session discusses the potential of industrialisation and prefabrication techniques in renovation, through cutting-edge research results and practical case studies. There will be ample opportunity for discussion and networking.

In een tijd waar snelheid, precisie, gezondheid, flexibiliteit, gebruiksgemak en automatisering steeds belangrijker worden, winnen nieuwe bouwmethodes die gebruik maken van industrialisatie en prefabricatie aan interesse. Systemen die grotendeels in de fabriek worden verwerkt en samengesteld, kunnen het renovatieproces versnellen en de hinder beperken. Lichtgewicht systemen kunnen de hanteerbaarheid en verwerkbaarheid tijdens de renovatiefase ten goede komen. En elementen ontworpen voor de montage en demontage ter plaatste kunnen de flexibiliteit verhogen, zowel tijdens het gebruik als het herinrichten van bestaande gebouwen.

Deze kennissessie gaat in op de mogelijkheden van industrialisatie- en prefabricatietechnieken bij renovatie, via de presentatie van recente onderzoeksresultaten en praktische case studies. Aansluitend wordt voldoende tijd vrijgemaakt voor discussie en netwerking.

A une époque où la rapidité, la précision, la santé, la flexibilité, la facilité d’utilisation et l’automatisation sont toujours de plus en plus importantes, les nouvelles méthodes de construction qui mettent l’accent sur l’industrialisation et la préfabrication gagnent de plus en plus d’intérêt. Then issues related to vibrations and acoustics, the structural challenges and the possibility of pilot projects are presented. Finally, an overview of the planning permits and environmental requirements in Belgium and other countries is discussed.

Small wind turbines have shown to be a viable source of sustainable electricity, also in urban environments. With wind speeds of about 5-6 m/s on the rooftops of high-rise buildings, also Brussels has good wind conditions and has potential to explore urban wind energy opportunities.

This workshop highlights three aspects of urban wind turbines in the Brussels Capital Region. First, the concept of urban wind and its relevance is introduced. Then issues related to vibrations and acoustics, the structural challenges and the possibility of pilot projects are presented. Finally, an overview of the planning permits and environmental requirements in Belgium and other countries is discussed.

Concerned stakeholders are the regulatory authorities (of the Brussels’ Region and its municipalities), urban planners, study bureaus, investors, and end users.

Recent is aangetoond dat kleine windturbines een betrouwbare bron kunnen zijn van duurzame elektriciteit, ook in een stedelijke omgeving. In Brussel is het windklimaat meer dan behoorlijk, met een gemiddelde windsnelheid van 5-6 m/s bovenop de torengebouwen.

Deze workshop belicht drie aspecten met betrekking tot windturbines in het Brussels Hoofdstedelijk Gewest. Eerst wordt het concept van dakgemonteerde windturbines toegelicht. Dan worden de structurele uitdagingen voorgesteld, zowel statisch als dynamisch (trillingen en geluid), en de mogelijkheid om pilootprojecten op te starten. Tenslotte wordt een overzicht gebracht van de vereiste milieu- en stedenbouwkundige vergunningen in België en daarbuiten.

Betrokken actoren zijn beleid en administraties rond wonen en leefmilieu (van het Brussels Gewest en de gemeenten), stedenbouwkundigen, studiebureaus, investeerders, en eindgebruikers.

Les petites éoliennes ont prouvé être une source viable d’électricité durable, et cela aussi dans un environnement urbain. Atteignant des vitesses de vent de 5 à 6 m/s sur les toits des plus grands bâtiments, Bruxelles montre de bonnes conditions de vent et reste donc un potentiel à explorer pour des systèmes exploitant cette ressource.

Ce workshop se concentre sur trois aspects des éoliennes urbaines dans la Région de Bruxelles-Capitale. Premièrement le concept de “vent urbain” et sa pertinence sont présentés. Ensuite les questions relatives aux vibrations, au bruit, à la stabilité du bâtiment et à la possibilité de commencer des projets pilotes sont exposées. Finalement, une vue d’ensemble sur les permis d’urbanisme et environnementaux en Belgique en comparaison avec ceux d’autres pays sont développés.

Les acteurs concernés sont les autorités réglementaires (de la Région de Bruxelles et ses communes), les planificateurs urbains, les bureaux d’études, les investisseurs et les utilisateurs finaux.

This workshop highlights how different city scales (city, municipality, neighborhood, city block, residential building) can become the key to sustainable renovation – considering heritage aspects, improvements in energy performance and reduced environmental impacts. A first version of the developed pre-assessment and prospective tool to retrofit the city, the neighbourhoods, and its residential buildings is presented based on a renovation case.

The B³-RetroTool project offers a new vision of Brussels Capital Region (BCR) as an Urban Metabolism in which the building blocks are one key element to enhance heritage value, to achieve important improvements in the energy performance and to reduce environmental impact of existing residential building stock. Five scales are integrated in the study: the city, the municipality, the neighborhood, the city block and the residential buildings. We focus in the definition of criteria for each of these scales to identify building and built environment typologies and propose suitable urban or architectural interventions in for each typology to preserve heritage value reduce relevant energy use and environmental impact.

The main objective was to achieve a pre-assessment and prospective tool to retrofit the city, the neighborhood, the city block and the residential buildings based on an integrated multi-criteria and multi-scale approach in order to meet the environmental, social and economic challenges of the contemporary world and thus foster the transition towards sustainable development

The originality of this project is thus to identify new determinants in designing modern, economic and efficient city blocks using a multi-criteria and multi-scale approach. The key is probably to consider these aspects in a non-compartmentalized, complementary way, in order to reach a global objective through a sustainable and responsible approach.

In order to strengthen the potential of use of the tool and to provide a maximum of helpful information on sustainable city retrofitting, it’s important that, the way B³-RetroTool works and its results, meet adequately the expectations and the requirements of potential users and stakeholders of the Brussels retrofitting sector. With this workshop we aim to present the tool to the main stakeholders of BCR and receive their feedbacks to improve the tool so it meets the expectations of those involved in the residential retrofitting sector in Brussels.

We believe that the multi-scale approach proposed is worthy for a large number of stakeholders who could use the tool for different purposes.

Het B³-RetroTool project biedt een nieuwe visie op het Brussels Hoofdstedelijk Gewest als een stedelijk metabolisme waarin de bouwblokken één van de sleutelelementen zijn om de waarde van erfgoed te verhogen, om belangrijke verbeteringen van de energie-performantie te bereiken en om de milieu-impact van de gebouwde omgeving te verminderen.

De studie integreert vijf verschillende schaalniveaus: de stad, de gemeente, de wijk, het stedelijk bouwblok en de gebouwen, en we richten onze aandacht op het omschrijven van criteria voor elk van deze niveaus. Ons doel is om gebouw- en landschapstypologieën te identificeren en om (aan)gepaste stedelijke en architecturale ingrepen voor te stellen voor elk van hen, in functie van het behoud van de erfgoedwaarde en de vermindering van zowel energieverbruik als milieu-impact.

Onze belangrijkste doelstelling is echter de ontwikkeling van een instrument voor prospectie en (pre) evaluatie van potentiële ingrepen voor de hernieuwing van de stad, haar wijken en haar gebouwen, die verondersteld worden antwoorden te kunnen bieden op de uitdagingen die worden gesteld door de noodzakelijke overgang naar een duurzame ontwikkeling.

De originaliteit van dit project ligt vooral op het vlak van haar globale aanpak steunend op integratie en complementariteit van uiteenlopende criteria en dimensies.

Om de gebruiksmogelijkheden van het instrument te versterken en om een maximum aan nuttige informatie over duurzame hernieuwing aan te bieden, is een goede werking en conformiteit aan de verwachtingen van potentiële gebruikers en betrokken actoren cruciaal. Met deze workshop wensen we om het instrument voor te stellen aan de belanghebbenden van het Brussels Hoofdstedelijk Gewest en hopen we waardevolle commentaar te krijgen om het instrument te verbeteren en aan te passen in functie van de verschillende wensen en verwachtingen.

Le projet B³-RetroTool offre une nouvelle vision de la Région de Bruxelles-Capitale (BCR). Il est conçu comme un Métabolisme Urbain dans lequel les îlots de bâtiments sont un élément clé pour accroître la valeur patrimoniale, réaliser d’importantes améliorations en matière de performance énergétique, réduire l’impact environnemental du parc résidentiel existant. Cinq échelles sont intégrées dans la recherche: la ville, la municipalité, le quartier, l’îlot urbain et les bâtiments résidentiels. Nous nous concentrons sur la définition de critères pour chacune de ces échelles afin : d’identifier les typologies de bâtiments et de l’environnement bâti, de proposer des interventions urbaines et architecturales en accords avec ces typologies, afin de préserver la valeur patrimoniale et de réduire les consommations énergétiques et l’impact environnemental.

L’objectif principal était de parvenir à une pré-évaluation et à la réalisation d’un outil pour rénover la ville, le quartier, l’îlot urbain et les bâtiments résidentiels. Cet outil est basé sur une approche multi-critères et multi-échelle afin de répondre aux considérations environnementales, sociales et économiques qui sont des défis pour le monde contemporain
et favoriser ainsi la transition vers le développement durable.

L’originalité de ce projet est donc d’identifier de nouveaux déterminants pour la conception moderne, économique et efficace des îlots urbains en utilisant une approche multi-critères et multi-échelle. Ces aspects doivent être appréhendés de façon complémentaire et non compartimentée, afin d’atteindre un objectif global à travers une approche durable et responsable.

Afin de renforcer le potentiel de l’utilisation de l’outil et de fournir un maximum d’informations utiles pour la rénovation durable de la ville, il est important que la façon dont l’outil B3-RetroTool fonctionne et que les résultats fournies répondent adéquatement aux attentes et aux besoins des utilisateurs et des acteurs du secteur de la rénovation à Bruxelles. L’atelier a été réalisé dans l’objectif de présenter l’outil aux principaux acteurs de la RBC et de recevoir leurs commentaires afin d’améliorer l’outil de sorte qu’il réponde aux attentes de ceux qui sont impliqués dans le secteur résidentiel de la rénovation à Bruxelles.

Nous croyons que l’approche multi-échelle proposée est digne d’intérêt pour la plus part des acteurs qui pourraient utiliser l’outil à des fins différentes.
